Multi Operator Core Network (RAN Sharing)

MOCN is different MNOs sharing the Radio Access Network but still maintaining their individual Core Network. The advantage of this solution is improved coverage and capacity, CAPEX and OPEX efficiency for all participating operators because these costs are spread between them.

DIAMETER Signalling Network Solution
The ever increasing data traffic as a result of greater penetration of smartphones, tablets and “always on” applications they support has put enormous pressure on mobile operators and other service providers signalling network. Meeting the demands of subscriber hence has become a challenge. The pressure is expected to increase with the fast deployment of 4G LTE/EPC networks.
Next Generation Networks such as IMS and LTE which are deployed for data applications deploy DIAMETER as the protocol for signalling. New elements such as policy servers, gateways, session controllers, Subscriber database and charging systems are interconnected through DIAMETER protocol to exchange critical network and services information. Also, DIAMETER signalling capabilities support all subscriber services, both revenue generating and non-revenue generating, thus its criticality to the overall network performance and stability cannot be underestimated. The traffic volume and the complexity of DIAMETER traffic thus place staggering demands on core Signalling elements and serious consideration for its reliability.
For example Gy interface, Online Charging Services (OCS), requires real time operations and heavily rely on DIAMETER protocol causing serious concerns about the reliability of the signalling network.
Vittotel Technologies has the capability to help operators design, implement, manage and optimize their DIAMETER signalling network.
The value added areas are:
• MAP (SS7) to DIAMETER Interworking: It will be possible for Inter System Handover and Roaming between legacy 3G Network and LTE/EPC Network.
• PCRF Binding: This ensures that in multi PCRF node deployment, a PCRF handling a session for a subscriber continues to handle Requests for that subscriber’s session.
• Subscriber Location Functionality: This ensures that in multi HSS node deployment, subscribers are identified and mapped to the appropriate HSS no matter the geographical distribution of the HSS nodes.
• Roaming Steering: This DIAMETER solution will ensure operators are able to select the optimum roaming partner in terms of cost, QoE, QoS. Hence achieve their business objective of efficient CAPEX, OPEX, Customer satisfaction and decreased subscriber churn. Both the operator and user benefit from this feature.
• Topology Hiding: This solution is beneficial for the operator to protect its DIAMETER network against possible malicious attack because of interconnection to other networks.
• Layer 3 Security: This feature provides additional security at Layer 3 to the ones provided within protocols such as SCTP, GTP etc.
• DIAMETER Mediation: This ensures interoperability between providers that operate on different Releases of the DIAMETER protocol.

Policy Control and Rules Function
The demand for mobile data bandwidth is rising exponentially. This places the requirement on operators to expand the capacity of the network. This expansion cannot be infinite and there must be a way to ensure operators maintain efficient CAPEX and OPEX whilst ensuring the operator is able to provide the end user a consistent quality of experience.
Vittotel Technologies is able to ensure clients deploy robust Policy and Charging Control in the data network that allows different levels of QoS to different applications. The operator has the capability to create flexible service plans based on transactions, connections, time-of-day, location, applications, or data usage based on DIAMETER protocol.
The areas the PCRF will add value include:
• Machine to Machine: defines policies for different levels of QoS to different machines.
• Roaming: It will be possible to reduce inter-carrier roaming costs by setting roaming notifications and limits to ensure users have best possible QoE through effective management and control of data traffic via the PCRF.
• Differentiated Hierarchical Services: It will be possible to group users for defined QoS based on interest, location, application and configure priorities.
• Real Time Mediation: For pre-pay data application users, the PCRF will reduce latency by identifying the RTM Front End Server for a particular session.
• Personalized Services and Applications: It will be possible for users to have personalized profile so as to restrict services and applications they have access to. This helps users to control their cost as well as have control over access e.g. parental control.

Telefonica O2, UK
Consultancy project to design and implement multi- million OTT platform integration with the legacy mobile core network in fulfilment of Telefonica business drivers.
Delivery included formulation of Strategy, Solution architecture/Design, Management of Software development lifecycle to Testing and Commissioning.
Designed and managed the end to end call flow involving different domains, interfaces, protocols and network elements. Designed complete testbed environments for concept testing and pre-production.
Managed the tests process including: Performance, Load, Soak, Stress and Acceptance. Also, managed operational readiness testing. Engaged with stakeholders and managed their expectations and ensured the strategic goals for the project were realised. Vittotel Technologies scope included management of third partners and vendors involved in the overall program to deliver to time, budget, scope and quality to meet with the objectives of the project.
Telefonica 2, UK (Project 2)
Consultancy project to design and implement next generation Real Time Mediation for pre-pay users. It was a multi-vendor project and was required to gather information from each vendor to ensure interoperability, develop business use cases to develop Crystallize design, Component Design and Statement of Requirements for each vendor. Produced High and Low Level Design. The design involved heavy deployment of DIAMETER protocol, XML-RPC. The objective of the project was to have a robust RTM for prepay users with minimal latency but scalable, resilient, dynamic and flexible.

Consultancy to design and adapt 3GPP’s Iu-Flex and MOCN features in IP the HNB and HNB-Controller. Delivered end to end design, MIB design – CM, FM and PM. Provided strong technical and Project Management services. Project Worth: £5 Million
Telefonica O2, Germany
Consultancy to improve the Mobile Broadband (MBB) service offering to meet with defined business drivers: CAPEX and OPEX efficiency, improved service availability, capacity, throughput, improved ARPU, increased market share, improved customer experience/satisfaction and loyalty, positioning for Next Generation Mobile Broadband technologies. Delivery included Strategy formulation, End to End Design, transition and migration planning, testing and roll out.

Consultancy to develop Packet Core LTE/EPC architecture design options for mobile broadband solution in rural UK. It is a £500 million rural broadband initiative by the United Kingdom’s BBUK to ensure internet broadband access in all areas in the UK including rural areas. Delivery included feasibility report, High Level Design, Recommendations.
Batelco, Bahrain
CConsultancy for End to end Network Strategy and Performance Audit. Objectives were to evaluate technical performance, make recommendation to improve the network quality to improve ARPU/EBITDA, enhance customer satisfaction and loyalty, readiness for NG technology deployment and conformance to best industry practice. Delivery was in-depth analysis of RAN and Core Network performance based on industry standard score card. Executive report and recommendations for improvement.
